4.16 – Hazardous and Regulated Waste
A. Purpose
To establish the process for removal of hazardous and regulated waste providing students and employees a safe learning and work environment.
B. Policy
The college will dispose and/or transfer hazardous and regulated waste per applicable federal regulations.
C. Procedures
The environmental safety and compliance coordinator (ESCC) will conduct an annual audit of college departments to identify the generation of any hazardous or regulated waste.
Departments identified as generating hazardous or regulated waste will coordinate with the ESCC in the development of a Chemical Hygiene Plan and Hazardous Waste Disposal Plan appropriate to that department that ensures compliance with all governing agencies and regulations including Environmental Protection Agency (EPA), Resource Conservation and Recovery Act (RCRA) contained in the Code of Federal Regulations Title 40 (40 CFR 260), and Occupational Safety and Health Administration (OSHA) regulations contained in Title 29 of Federal Regulations (29 CFR 1910.1450). All personnel involved with hazardous materials shall be accountable for and compliant with the written Chemical Hygiene Plan. The ESCC will be responsible for maintaining accurate records of the disposal of all hazardous or regulated waste.
Departments identified as generating regulated waste will coordinate with the ESCC in the development of an Exposure Control Plan appropriate to that department that ensures compliance with CFR 29.
The ESCC will be the final authority on each Chemical Hygiene Plan and each Exposure Control Plan. The ESCC will conduct an annual audit of these practices to ensure department plans are being followed and suggest any updates or improvements that may be needed.
D. Definitions
Chemical Hygiene Plan is a written plan which sets forth procedures, equipment, personal protective equipment and practices that are capable of protecting the college community from the health hazards presented by hazardous chemicals used in instructional and institutional operations and meet the requirements of paragraphs (e) and (f) of 29 CFR 1910.1450.
Exposure Control Plan is a written plan which sets forth procedures, equipment, personal protective equipment and practices that are capable of protecting the college community from exposure to the health hazards presented by bloodborne pathogens and other potentially infectious materials.
Hazardous waste [Code 40 of Federal Regulations] is defined as waste that is dangerous or potentially harmful to health or the environment (examples may include, but are not limited to, chemicals, lamps, batteries, pesticides, aerosols, etc.).
Regulated waste [Code 29 of Federal Regulations (29CFR 1910.1030)] is defined as contaminated items with liquid, semi-liquid, dried blood or other potentially infectious materials that are capable of releasing these materials during handling.
E. Authority
This policy and procedures are maintained under the authority of the vice chancellor for administrative services.
